The growing demand for energy in China has brought about increasing pressure for energy conservation and emission reduction. The power industry has long faced many problems such as uneven distribution of resources, single power generation mode, insufficient supply during peak periods, and high losses in all sectors. The construction of a " smart grid " is to make full use of the vigorous development of ICT ( information and communication technology ) in the past 20 years and to create a modern power grid that is supported by modern communication information platforms and is characterized by information, automation, and interaction. Smart grid can not only greatly improve the efficiency and reliability of energy use , but also bring freedom and benefits to the final consumers . More importantly, as an energy-saving weapon, it will become an important measure for developing low-carbon economy and promoting social transformation. . Therefore, the " smart grid " is gaining more and more widespread attention and has received strong support from various governments.

China has already established the guiding ideology of building a " strong smart grid " , that is, on the premise of ensuring safety and stability, to realize the optimization of high-voltage, ultra-high voltage transmission lines, information transmission of transmission and distribution networks, and intelligence in response to electricity demand. Change. It is expected that by 2020 , China will basically build a " strong smart grid. " In the goal of achieving a 40% to 45% reduction in China 's carbon emissions intensity per unit of GDP by 2020 , the smart grid contribution will exceed 20% . At present, the construction of China's smart grid has only just begun. It also faces many problems to be solved such as policies, supervision, technology, and business models.

In the past 20 years, China's communications and information industry has achieved tremendous development. At present, one third of the country’s population has access to the Internet, and nearly 800 million people own mobile phones. Modern communication networks have covered all cities and villages in the country. China’s development history has proven that ICT communication information services have greatly improved the government, The operating efficiency of enterprises and the whole society. In the process of building a “ smart smart grid ” in China, ICT is entirely likely to become an important enabler, providing powerful technical support for realizing the intelligence of the grid. For example, the informatization construction of power transmission network and distribution network can fully utilize the experience of communication network construction. For example, communication network has accumulated in the deployment of infrastructure such as data center, backbone optical fiber transmission, broadband access, and required site. Massive experience and experience, these experiences will be able to accelerate the progress of the power network in two-way communication, two-way line transformation and overall network construction ; the power network can also learn from the communication information network evolution to intelligent terminals, large-capacity pipelines and cloud computing The strategy is to use grid distributed information storage and calculation, information transmission, and smart meter integrated information services to achieve comprehensive informationization of the power grid.

In the first half of this year, the Davos World Economic Forum united with a number of industry leaders to form a global smart grid steering committee to study and publish the latest report on Accelerating Smart Grid Investment. The report summarizes over 90 applied test projects worldwide and puts forward some constructive suggestions. As a representative of this committee in the ICT industry, I think this report is worthy of reference and reference for participants in all aspects of the smart grid industry chain, especially in the following three aspects:

First, the full integration of smart grid and ICT will not only accelerate the construction of smart grids, but also bring new opportunities for the development of ICTs . From the various smart grid construction practices that Huawei participated in, we found that the two are fully integrated and can create great market opportunities. For example, in the construction of wireless cities, smart cities, and smart buildings, full consideration should be given to the demand for smart grids, which will expand the areas in which the ICT industry can serve ; and in the end user's electricity environment, the power companies may use The smart meter realizes the connection to each user and even uses intelligent power lines and smart sockets to realize the connection of all electrical devices. There is a need to use these connections to meet the needs of home networks and smart homes.

Second, the ICT industry needs to focus on the characteristics of the power industry and continue to innovate to support the development of smart grids. The main target of traditional ICT technology services is people. In the power grid, ICT technology services are targeted at people other than people ; therefore, the ICT industry needs to fully understand the power industry's production and management processes in M 2M ( machine to machine ). Continuing innovations in communications, building sensor networks and information networks that are suitable for power system needs. Take the sensor network as an example, because the environment in which the power equipment is located is usually rather harsh, it is necessary to improve and innovate the sensor network and the terminal in combination with the ICT so that it has higher security and reliability.

Third, one of the important prerequisites for building a smart grid is to eliminate knowledge barriers between the power industry and the ICT industry. Practice has proved that different knowledge structures lead to obstacles in the communication between the two industries, and this is very detrimental to technology sharing across industries. The following approaches can be used to eliminate knowledge barriers: 1. Strengthen cross-industry communication and exchange, and promote mutual understanding on multiple levels of strategy, business, network, and products. 2. Accelerate the development of compound talents and strengthen the flow of talents between the two industries to accelerate the transfer of knowledge and two-way circulation. 3. Establish a cross-industry joint innovation mechanism to achieve closer cooperation and knowledge sharing.
