Development and Reform Commission: Efficient Lighting Gradually Approaching

Recently, Lu Fang, deputy director of the National Development and Reform Commission's "phasing out incandescent lamps and accelerating the promotion of energy-saving lamps" project office, released a report on the results of the promotion of efficient lighting products by the National Development and Reform Commission, and summarized the achievements and experiences in promoting efficient lighting products in China in recent years.

A number of work together to promote green lighting promotion Green lighting is an inevitable choice to promote energy-saving emission reduction and response to climate change, is the development of lighting electrical industry, the objective needs, but also improve the quality and level of lighting the actual requirements. Lu Fang said that in recent years, China has carried out many tasks to promote efficient lighting products. During the “Eleventh Five-Year Plan” period, the green lighting project was included in the ten key energy-saving projects, and the use of government investment to support efficient lighting production companies became bigger and stronger; financial subsidies to promote efficient lighting product policies, according to incomplete statistics, from 2008 to 2010, The central and local authorities at all levels accumulatively subsidized 2.8 billion yuan, promoted 370 million high-efficiency lighting products, and achieved annual electricity savings of more than 8 billion kwh; deepened international cooperation and accelerated the elimination of inefficient lighting products. In 2009, the National Development and Reform Commission and the United Nations UNDP and GEF jointly launched the “China's Phase-out of Incandescent Lamps and Accelerate the Promotion of Energy-Saving Lights” cooperation project. The Global Environment Facility has donated US$14 million to promote the healthy development of the semiconductor lighting energy-saving industry. In 2009, the six ministries and commissions jointly issued the “ Semiconductor Lighting Energy-saving Industry Development Opinions.

In the 12th Five-Year Plan period, the promotion of high-efficiency lighting products continued: The state supported energy-saving lamp manufacturers to transform low-mercury energy-saving lamp production technologies to support LED companies to increase their core competitiveness; and to promote semiconductor lighting applications. In the project, in different climatic conditions, 20 semiconductor indoor lighting applications, 15 semiconductor street lighting applications and 15 semi-conductor tunnel lighting application projects were selected for demonstration. The bid invitation list included LED road/tunnel lights, LED downlights, and reflections. There are 28 types of self-ballasted LED lights, involving 28 companies. The bidding price of the winning bid companies is on average 40% lower than the retail price of the market; China has released the roadmap for phase-out of incandescent lamps and decided to start from October 1, 2012. Phased power levels gradually ban the import and sale of incandescent lamps for general lighting. Through the implementation of the roadmap, it will effectively promote the healthy development of China's lighting industry and achieve good energy-saving and emission-reduction effects. It is estimated that the output value of newly-added lighting appliances industry will be more than 8 billion yuan. RMB, the number of newly created jobs is about 15,000, and the annual electricity saving is 48 billion kwh/year. Less carbon dioxide emissions capacity of 48 million tons; In-depth development of international cooperation in green lighting, one is to promote incandescent lighting companies a reasonable transition, the second is to promote the promotion of efficient lighting product applications, the third is to improve the process of phase-out incandescent lamps, accelerate the promotion of energy-saving lamps policy Measures.

The elimination of incandescent lamps is the focus of the next phase of work Lu Fang concluded that since the implementation of the green lighting project, it has achieved remarkable results: First, to carry out research on the relevant policies of the lighting industry, to provide support for improving the elimination of incandescent lamps, promotion of energy-saving lamp policy system. The second is to increase the support for the transformation of incandescent lamps and promote the smooth transition of incandescent lamps. The third is to actively carry out clean production and waste lamp recycling pilots, to accumulate experience in promoting the source control of toxic materials in the lighting industry and to explore and establish a recycling system for waste light sources in China. The fourth is to strengthen basic capacity building and promote efficient lighting quality. Fifth, increase the construction of energy-saving lamp network system and accelerate the popularization and application of high-efficiency lighting products. Sixth, increase propaganda and expand the promotion of results. In general, the development of these efforts has promoted energy conservation and emission reduction, optimized product structure, expanded consumer demand, led to the development of enterprises, promoted cost reductions, and users have benefited from it. At the same time, it has also enhanced the awareness of energy conservation in the entire society.

In the next stage, the National Development and Reform Commission will focus on three aspects: First, phase out incandescent lamps. From October 1, 2012, it is prohibited to sell and import incandescent lamps for general lighting of 100 watts or more. From October 1, 2014, it is forbidden to sell and import incandescent lamps for general lighting of 60 watts or more; according to energy efficiency standards, it is prohibited to produce, sell, and import inefficient halogen lamps with luminous efficacy lower than the energy efficiency limit value. From October 1, 2016, it is prohibited to sell and import incandescent lamps for general lighting of 15 W or more. The second is to accelerate the promotion of energy-saving lamps. On the one hand, we will continue to accelerate the promotion of energy-saving lamps, focus on the promotion of high-quality, environmentally friendly, and efficient lighting products that use low-mercury mercury, solid mercury technologies, and cleaner production processes, and increase support for rural areas; on the other hand, encourage companies to clean their production and carry out Waste lamp processing pilots, the establishment of waste lamp recycling mechanism. The third is to promote the healthy development of the semiconductor lighting industry. Prior to this, the Ministry of Finance, the National Development and Reform Commission, and the Ministry of Science and Technology organized and launched the bidding for the semiconductor lighting financial subsidies promotion project in 2012. Subsidy products include indoor lighting products - LED downlights, reflective self-ballasted LED lights and outdoor lighting products - LED street lights, LED tunnel lights. The subsidy standard is for each high-efficiency lighting product for bulk users, and the central government subsidizes 30% of the supply price of the bid-winning agreement.
